Directions: Place potatoes in pot and fill with cold salted water. Bring to a boil. Drain well and dry potatoes off by laying folded tea towel or cloth on top of pot for a few minutes. Next mash the potatoes. In a separate pot, boil water. Chop the scallions very finely, put into bowl and scald by pouring the boiled water over them. This keeps the tops bright green. Drain well. In another pot, bring milk to a boil. Pour the milk and scallions into the mashed potatoes, and beat until fluffy. Toss finely chopped cabbage and melted butter together. Add to potatoes with parsley. Fold well and season with salt and pepper. This dish is traditionally served on Halloween.
